Functional Scope & Job Description

UPM PIU'S MAIN FUNCTIONS

  • To plan and implement activities for character and human capital excellence, taking into account intellectual, emotional, physical, and spiritual development.
  • Plan and implement religious and spiritual activities by strengthening the pillars of creed, worship, and morals to produce a generation of Khairul Ummah and realize individuals with the qualities of Ahsan Al-Taqwim.
  • Offering spiritual and religious services that transcend barriers, while strengthening faith, piety, and good deeds in line with the times in the era of globalization and ICT.
  • Planning and implementing activities for the practice of Islam that lead to the formation of an outstanding society and civilization, in accordance with syumul (comprehensive) and kamil (perfect) teachings of Islam.
  • To integrate knowledge, skills, faith, and deeds in an integrated manner for the growth and dissemination of Fardhu Ain (individual duty) and Fardhu Kifayah (communal duty) knowledge, in order to produce first-class individuals with superior personalities and noble morals.
  • Providing full cooperation to centre of responsibility (PTJ) within UPM, government agencies, the private sector, and clients in matters of Islam and related affairs for the future of Islam and the Muslim community.

 

MAIN FUNCTIONS OF THE ADMINISTRATIVE UNIT 

The administrative unit's functions are to manage human resources, staff appointments (contract and part-time), staff discipline, finance and procurement, documentation and records, and the administration, management, and maintenance of capital and mobile equipment assets. This section focuses on the following areas:

 

A) HUMAN RESOURCES MANAGEMENT

  1. Involved in the development of the staff staffing plan, including for Management and Professional Group and Executive Group positions.
  2. Manage and handle the recruitment process for new permanent/contract staff for the Management and Professional Group and the Executive Group.
  3. Manage and handle the reappointment of contract staff for the Management and Professional Group as well as the Executive Group.
  4. Manage the appointment of Daily Casual Workers (DCW).
  5. Managing the new staff onboarding process.
  6. Coordinating matters of termination of service/resignation (permanent/contract).
  7. Managing staff disciplinary and conduct matters in accordance with the requirements of Act 605, the Statutory Bodies (Discipline and Deduction) Act 2000.
  8. Managing staff asset declaration affairs.
  9. Managing and monitoring the process related to In-Service Leave, which involves 4 types: Service Leave, Medical Leave, Unrecorded Leave, and Other Leave.

 

B) DOCUMENTATION AND RECORDS

  1. Responsible for preparing all open letters, recording them in the register, and filing them in the appropriate folders and updating them.
  2. Maintain, organize, and update all circulars and their distribution to officers, and file them in the relevant folders.
  3. Maintain the movement of files.
  4. Manage the despatch book for classified and open mail, as well as the official confidential mail register.
  5. Organize all files in the filing room and check the file movement cards held by officers.
  6. Responsible for managing and supervising the leave and service records of officers/staff and updating them for recording purposes.
  7. Updating the monthly time and attendance cards & monitoring staff recorded as late arrivals, etc.
  8. Register, open, and separate classified and unclassified letters/files, and assign new numbers.
  9. Maintain file movement records, transfer contents, copy minutes, and make extracts where necessary as directed, and replace torn or old file jackets.
  10. Assisting and consulting with officers on determining current file cover titles, opening new files, and creating a list of newly opened and current files for the officers' information.
  11. Planning, managing, and coordinating the use of file classifications.
  12. Planning, managing, and coordinating the disposal of files.
